The FBI background check: the most critical document - and the longest lead time
An FBI Identity History Summary ("FBI background check") is required for most Portuguese residency and long-stay visa applications. This document is issued by a federal agency and must be Apostilled by the U.S. Department of State in Washington, D.C. - not the California Secretary of State or any state agency. Standard federal processing runs 3-5 weeks. This is consistently the longest lead-time item in any Portugal application package. Request it first, as early in your planning process as possible. State-issued documents: birth, marriage, divorce, and academic records
California-issued vital records and academic credentials route through the California Secretary of State for Apostille. Common state documents required for Portuguese applications include: certified birth certificates (for identity, family reunification, or citizenship by descent applications), marriage certificates if a dependent spouse is included in the application, divorce decrees if applicable to establish current marital status, and academic diplomas or transcripts for work visa or professional recognition purposes. Each of these must be a certified copy from the issuing authority - photocopies are rejected. Diplomas from California universities typically require Notarization before the Secretary of State will issue an Apostille.
